Forgot, I also don’t have Klipper and I would prefer not to install it.
You can manage the print speed in your slicer, or use gcode M220 Sn, where n is a percent. If you use Cura, you can use the ChangeAtZ script under Plugins > Edit GCode to do the same thing.
