first layer z is way too low, to the point where its so squished into the bed

I don’t have the configuration files for an SV08E but both the Zero and the Max have offsets hard coded in the Z_offset macro. It overwrites any offset you’ve set. See:

Sometimes on my SV08 I run the Z Offset twice
